How we explain it

Children can open this short lesson before they practice.

  1. The founders borrowed ideas from Athens (democracy), Rome (a republic) and the Enlightenment (John Locke’s natural rights, which shaped the Declaration).
  2. Federalism means power is divided between national and state governments.
  3. The 1787 Constitution included compromises, like the Three-Fifths Compromise, which counted enslaved people as three-fifths of a person.

Example: What does federalism mean? The US has a national government. Each state also has its own government. Power is divided between them. Answer: Power is divided between national and state governments.
